Summary:
Assists in providing a program which is appropriate for birth to five and provides support and guidance in the areas of disabilities.
Assists with coordinating the Head Start & Early Head Start programs to ensure compliance with federal Head Start Performance Standards.
Administers and supervises the day-to-day operations of disabilities birth to five.
Directly supervises two home-based educators within the Early Head Start home-based program.
Essential Functions:
Monitors the disabilities component to ensure compliance with federal Head Start guidelines.
Assists Home Based Educators with implementation of age-appropriate curriculum in the home, including evaluation of education records and orders supplies and materials, evaluates education records and lesson plans for home based visits, observes home visits and coordinates monthly staffing meetings.
Supervise, facilitate and coordinate all disability services of the Head Start/Early Head Start programs; ensure compliance with all applicable federal and state laws.
Supervise, coach, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination, assign tasks, projects and monitor assigned personnel; meet regularly with individual disciplines to determine needs and challenges pertaining to children served.
Collaborate with and maintain new and existing community partnerships, service providers, and referral sources related to disability services.
Manages the development and implementation of goals, objectives, action plans, policies and procedures for the disabilities services areas of the Head Start Performance Standards (HSPS) in all program options.
Implements and manages a monitoring process for programs and ensures compliances with HSPS and other regulations, i.
e.
, IDEA and ADA.
Monitors the Individualized Education Plan (IEP) and Individualized Family Service Plan (IFSP) process for Head Start and Early Head Start children with disabilities.
Monitors the tracking and progress of all referrals.
Coordinates the developmental and speech/language screenings, diagnostics and treatment processes.
Serves as the program liaison with public school districts, local education agencies, Part B & C lead agency and other early childhood programs and resources, establishing partnerships, networks and linkages, in conjunction with other staff.
Perform other duties or complete other projects as assigned.

Qualifications:
Educational requirements of the position include a baccalaureate or advanced degree in early childhood education or a baccalaureate or advanced degree and coursework equivalent to a major relating to early childhood education, Special Education endorsement preferred.
Prefer at least two years' experience teaching preschool-age children.
Additional requirements include:
